Dear Sir,

RE : REGULATION OF WOOD PACKAGING MATERIAL NEW ZEALAND

Please be advised that the NEW ZEALAND authorities have put into place their requirement on the above with immediate effect.

The New Zealand standard is aligned with the International Standard for Phytosanitary Measures (ISPM) No 15: Guidelines for regulation wood packaging material in international trade (ISPM 15).

(The full text of the Food and Agricultural Organization of the United Nation (FAO) ISPM 15 attached with this email).

Summary of requirements:

§ Wood packaging must comply with the import requirements. To do this, importers must ensure that wood packaging is:

· Treated (with rates specified in appendix 1 and 3 of the import health standard) using the following methods:

o Heat treatment

o Fumigated with methyl bromide

o Fumigated with phosphine

o Chemical preservation using:

§ Boron compounds

§ Copper + didecyldimethyl ammonium chloride

§ Copper azole

§ Copper chrome arsenic

§ Propiconaole and Tebuconazole

· Wood packaging treated to ISPM 15 standard should be marked with the following:

XX = Two letter code for country in which wood packaging was produced

000 = Official certification number for facility that produced the wood packaging

YY = Treatment that the wood packaging has been given

This mark can only be given to wood packaging by an approved provider from the country of origin

· Wood packaging that is not marked with the above stamp must be accompanied by a phytosanitary certificate with the treatment detailed in the treatment section or a NPPO endorsed treatment certificate. These certificates must be the original.

· Free from pests

· Free of extraneous material (e.g. leaves, soil)

· Free of all bark

Consignments will be risk profiled and a subset of these will be selected for inspection.
A notice will be sent to the importer about any non-compliant wood packaging.
Any non-compliant wood will be treated, reshipped or destroyed. (any charges/penalties imposed will be transferred to the agent)
Compliance to the requirements is important.

Dear Sir,

RE : SUBMISSION OF HOUSE MANIFEST

Attached herewith are copies of the Minutes of Meeting held recently at the Customs Headquarters Putrajaya, together with the newspapers write-up on the above subject, for your attention and are self-explanatory.

The Association wishes to remind its members that with effect from 1st August, 2006 all Freight Forwarders and Consolidators/NVOCC operators are required to submit their own house manifest to Port Klang Authority (PKA) system, who in return, will be responsible for sending all the relevant required informations to the Customs system.

In order to facilitate or enable their manifest submission electronically, all Freight Forwarders and Consolidators/NVOCC operators are required to register their companies with Klang Port Authority (PKA) so as to enable them to obtain a “PASSWORD” (BZ code). Failing to do so, will result in delay and take clearance of goods from the port.

However for those Freight Forwarders and Consolidators/NVOCC operators who have register their companies’ earlier, need not to do so again as they can continue to use their old BF or BZ code.

The Association would urge its member to strictly comply with the request to avoid any unnecessary disruption and delay in clearance of goods from the port.

Dear All,

RE : INCREASE IN FORWARDING CHARGES

SFFLA wishes to announce that there will be an increase in the forwarding charges with effect from 1st August, 2006.

This increase was tabled by members during the 33rd AGM held on 25th May, 2006 seeking a revision on current forwarding fees to cover the escalating operational costs over the past few years.

Charges are as below:-

1) For FCL Shipment – An additional RM30.00 per shipment (on top of the current rates to customers)

2) For LCL Shipment – An additional RM30.00 per shipment or current per CBM/M3 charge based on whichever is higher/greater (Subject to minimum charge of RM80.00 per shipment)

All other charges related to Customs Clearance will remain unchanged.

Attached with this circular is the newspaper announcement of the increase in the New Straits Times, Monday, July 17, 2006 under Logistics section 57 for your perusal.

1) Must have the premises/office for the branch applied accompanied with the full address including telephone and fax number.

2) Must attached the photostat copy of KAAK certificate for 2 persons – managerial level and non-executive.

The declaration of transloading activities by electronic will take effect on 1st August 2006.
